The rules of golf are internationally standardised
and are jointly governed by the Royal and Ancient Golf Club
of St Andrews (R&A) and the United States Golf Association
(USGA). By agreement with the R&A, USGA jurisdiction on the
enforcement and interpretation of the rules is limited to
the United States and Mexico. Because the rules of golf continue
to evolve, amended versions of the rule book are usually published
and made effective in a four-year cycle. The underlying principle
of the rules is fairness. As declared on the back cover of
the official rule book: "play the ball as it lies", "play
the course as you find it", and "if you can't do either, do

one of the greatest golfers of all time. In 2005,
at the age of 29, he reached the milestone of
winning a tenth major golf championship, placing
him third on the all time list .

Arnold Palmer

Arnold Daniel Palmer (born September
10, 1929 in Latrobe, Pennsylvania) is an American
golfer who has won numerous events on both the
PGA TOUR and Champions Tour, dating back to 1955.
Palmer is not generally regarded as the greatest
player in history, but he is arguably the most
important in that he was the first golf star when
television started to air golf tournaments in
the 1950s.
